(No expert): When a trigger starts, it's set to 'fired'. Using this effect, you can set a trigger's value to say 'on', 'off', 'fired', or 'not fired'.
The same as you can set a player's kill count to 0 using a trigger. I'm not sure why one would want to reset that value, but it's possible.
For some unknown reason, a user may want to set a trigger back to 'not fired', maybe for another trigger to turn it on again, then another trigger may have condition "if X trigger is fired", etc.

For some unknown reason, a user may want to set a trigger back to 'not fired', maybe for another trigger to turn it on again, then another trigger may have condition "if X trigger is fired", etc. This, precisely. It has its own uses, mostly on using triggers as conditions, in and of itself.
