Is there a minimum limit for elevation data? I tried to use elevation data with cordinates that have difference in decimals in scenario editor.
but when I apply them to the editor, they come up as either blank land or blank sea. With these datas I was trying to get an area of city and an area of countryside in.

I don't think anyone's ever tried creating such a small area with the elevation data before.

i have tried creating them, those small elevation files, and it is true that it will result to blank areas. it's because the elevation site requires at least 1minute of square coordinates for it to function.

So I have to create those maps with my own skill. Hard, considering that I haven't found pictures that show my chosen area three dimensionally.

Use a combination of a satellite map and a terrain map to create your scen.

I generally suggest not to rely too much on elevation maps. most of the time they are not really useful, unless you really need the exact coastal shape of an area.
