I understand why they asked this question, I once came across some university website which claimed to have imported map data from a bitmap image file. No idea if possible.

I have used Elevation Data alot, during the early days. Right now, the only one that is working is the one that Hitjuich linked. Even by that, you need to know how to limit the mountain cut off for you to be able to use the generated maps.
If you decide to hand paint it, you can use the grid method: have a terrain map picture of the area, and divide them by squares. In the game, you can use barbwires to draw those lines as you can see them clearly in the minimap. Once you're done with it, you can now hand paint the regions' outlines using black terrain. Black terrain is again, clearly visible in the minimap.
I use cliff tool and raise the elevation in increments of 4 (meaning 0, 4, 8, 12 until 16 - more than 16 and the mountains become unplayable). DO NOT use hills though since this would render all your hardwork in vain (the mountains would now look skewed). There is also a bug when certain units become "trapped" in converted hills that crashes the game.
If you don't want to use cliffs, handpainting mountains using the hill tools would mean passable mountains anywhere you go.

Just seen your reply. There are some Elevation Data files available on Heaven Games which is great. But I struggle with creating my very own. As for hand-crafted maps, one obstacle I have is making the land meeting water look nice.
